1.) Creating a jutsu must be done after it is approved. You rp to learn in not just add it to your list.
2.) Must have the element you are using.
3.) Prodigy lv allows you to learn jutsu quick
-poor take 5 posts
-low takes 4
- average takes 3
- above average take 2
-prodigy takes 1
(note:those are if they are your rank, if the arn't you rank as in above they take 5 more posts.)
4.) Jounin can combine there two elements.
5.)Gennin can have 2 C-rank jutsu
6.) Chunnin can have one b rank
7.) special jounin can have 2 b-rank
8.) jounin can have 4 A-rank
9.) use rep points to allow s-rank jutsu. (cost 20)
